Abstract

Background and aims: Health policy-making is the process of developing and implementing policies that address public health issues and improve health outcomes, Artificial Intelligence (AI) has several potentials to revolutionize health policy-making. The aim of this study is to explore the Challenges and Opportunities of Artificial Intelligence Policymaking in Health. Method: This narrative systematic review was conducted by searching national databases, including SID and Magiran, as well as the international PubMed database and Google Scholar. The search was based on keywords such as "Artificial Intelligence," "Policymaking," and "Health" from 2020 to 2025. In total, 20 articles were included in the study. Results: The results of this study showed several potential applications of artificial intelligence in various fields, including Policy analysis and development, Policy communication, Policy evaluation, Decision-making, Bias identification, transformation of artificial intelligence technology, Disease analyzing, evidence-based policies, reducing political constraints, supporting experts and mitigation for health policy-making. also, in addition to these, important legal issues included liability from data exchange, identification methods, and government oversight. Conclusion: Healthcare policy-makers need to thoroughly evaluate these Opportunities and challenges when making decisions about incorporation of AI into their policy-making processes effective AI integration in healthcare requires balanced policies, alongside AI education for professionals and global collaboration.
